UPDATED: Crown adds additional charges in City park attack

RCMP said that after further investigation by Grand Forks RCMP, Crown Counsel has added additional charges of Assault with a Weapon and two counts of Possession of a Weapon Dangerous to Public Peace following a knife at Gyro park.
RCMP said in a media release that Crown has also elected to proceed by Indictment, meaning they could seek more serious punishments.
We were confident that after we disclosed all relevant materials and evidence that Crown would add additional charges,
stated Detachment Commander Sergeant Darryl Peppler.
We are very pleased that he has been held in custody pending his next court appearances.
Grand Forks resident, Andre Conn, 41, will appear in Grand Forks Court on November 16, 2023 for an unrelated assault that took place at a local restaurant this past summer.
Conn will then be brought back December 13, 2023 for his trial on this matter.
Conn was charged after a Community Safety Officer for the City of Grand Forks reported being attacked by a male with a knife at Gyro park located in the downtown core of Grand Forks.
Officers were quick to respond and arrest the male, who was initially charged with one count of Uttering Threats to Cause Death or Bodily Harm and one count of Mischief to Property.
Conn has been held in custody since his arrest.
Grand Forks man charged after city worker attacked in Gyro Park
RCMP have charged a local man with uttering threats after a City of Grand Forks employee was attacked with a knife Sunday at Gyro Park.
RCMP said that on October 1 at 5:36 p.m., officers respond to a 911 call from a Community Safety Officer, who reported that a male had just tried to attack him with a knife at Gyro park located at 7342 5th Street.
Police said that when the male was unsuccessful in his attack, he turned his attention toward a City works truck and proceeded to smash out the windows and cause other damage — estimated at $5000.
Officers were quick to arrive on scene and located the male who was taken into custody without incident.
RCMP said that 41-year -old Andre Robert Conn of Grand Forks has been charged with one count of Uttering Threats to Cause Death or Bodily Harm and one count of Mischief to Property.
“We are very relieved that no one was hurt in this attack and credit the Community Safety Officer for his swift actions in keeping himself from being injured or worse,” said Detachment Commander Sergeant Darryl Peppler in a media release.
“While attacks like this are not common, they are a reminder of the dangers that people who work in the public can face.”
RCMP said that Conn is currently being held at the Grand Forks Detachment and has been remanded until his next court appearance on October 4, 2023.
While initial charges have been approved, once RCMP officers complete a full investigation and disclose all materials and evidence to Crown Counsel, charges may be modified or additional charges may be added.
